China will strengthen the coordination of various policies to boost growth and meet this year's economic target, according to a cabinet meeting on Wednesday.

Chaired by Chinese Premier Li Qiang, the plenary meeting of the State Council emphasized the promotion of high-quality development and increasing administrative efficiency to provide robust support for the completion of various tasks.

During the meeting, Li called for the country to expand domestic demand and investment, boost bulk consumption, mobilize private investment, and push forward major projects' investment.

Li stressed the need to accelerate the transformation and upgrading of traditional industries through new technologies and new business models.

The premier also stressed the need to deepen reform and opening-up, carry out a new round of state-owned enterprise reform, optimize the development environment for private enterprises and attract foreign investment more effectively.

He also said efforts should be made to "organically combine" security with development ― in the context of promoting business overall.

Li then directed all departments to enhance work coordination, continuously optimize workflows, improve advancement methods, and extend further assistance to companies to boost development through joint efforts.

8月16日，国务院总理李强主持召开国务院第二次全体会议，对做好下一步工作进行再部署、再推进，确保完成全年目标任务，扎实推动高质量发展。

李强强调，要着力构建现代化产业体系，加快用新技术新业态改造提升传统产业，大力推进战略性新兴产业集群发展，全面加快制造业数字化转型步伐。要着力深化改革扩大开放，深入实施新一轮国企改革深化提升行动，优化民营企业发展环境，推动外贸稳规模优结构，更大力度吸引和利用外资。

李强强调，要着力促进区域城乡协调发展，深化落实主体功能区战略，深入实施新型城镇化战略和乡村振兴战略，巩固拓展脱贫攻坚成果。要着力防范化解重大风险，有力有序有效推进重点领域实质性化险。要着力保障和改善民生，加大困难群众社会救助兜底保障力度，多渠道促进就业增收。要着力强化防灾减灾救灾和安全生产监管，切实做好灾后恢复工作，深入开展安全生产风险隐患排查整治，最大限度保障人民群众生命财产安全。

李强还强调，要大力提升行政效能，为完成各项任务提供有力保障。国务院各部门要强化全局观念，心怀“国之大者”，找准工作切入点，打开工作新局面。要主动跨前一步，加强协同配合，围绕“高效办成一件事”合力攻坚，不断增强群众和企业的获得感。要打破思维定势，坚持一切从实际出发，不断优化工作流程和推进方式。要更好履职尽责，把监管与服务、保安全与促发展有机结合起来，多为发展想办法，多为企业助把力，在全社会营造干事创业、共促发展的浓厚氛围。

China Customs said on Wednesday that it will further improve the high-quality development of comprehensive bonded areas, to better serve the "dual circulation" strategy. The agency released 23 measures that aim to reform the business operation structure and optimize whole-process supervision. Many of the measures are related to promoting the development of new bonded businesses. For example, promoting the dynamic adjustment of the bonded maintenance catalog, including more high-tech, high value-added and low-risk products that meet environmental protection requirements in the bonded maintenance product catalog. In addition, goods from duty-free shops are allowed to be imported through the comprehensive bonded areas, which will broaden sales channels.
海关总署发布促综合保税区发展23条： 8月16日，海关总署举行例行记者通报会，海关总署自贸区和特殊区域发展司司长陈振冲介绍海关总署推出23条改革举措进一步促进综合保税区高质量发展有关情况。陈振冲表示，改革举措包括推动动态调整保税维修产品目录，解决维修目录范围较窄，调整机制响应不及时的问题，支持开展保税培训新业态，满足国内市场高端培训需求。另外，允许免税店货物由综保区从境外进口，支持免税保税衔接发展。

A new air cargo route was launched on Wednesday linking Ezhou City in central China's Hubei Province, with Abu Dhabi, capital of the United Arab Emirates (UAE). Early Wednesday morning, an SF Airlines freighter took off from Ezhou Huahu Airport, China's first cargo-focused airport, marking the launch of the first cargo route connecting the airport with the Middle East. A weekly round-trip air cargo service is scheduled for this route, with a total of around 200 tons of air express capacity.
湖北花湖机场开通首条中东货运航线：北京时间2023年8月16日凌晨2时许，顺丰航空一架B747-400型全货机装载着90余吨货物从湖北鄂州花湖机场起飞，前往阿联酋首都阿布扎比，标志着“鄂州―阿布扎比”国际货运航线正式开通运行，这是花湖机场首条飞往中东地区的货运航线。“鄂州―阿布扎比”航线预期每周可为鄂州往返阿布扎比提供超200吨的航空运力，每周三凌晨从鄂州出口的快件、电商货物、普货等当天上午即可抵达阿布扎比，由阿布扎比进口的货物次日晨即可到达鄂州。
China's domestically-built floating production storage and offloading vessel “Ocean Oil 122” completed its main body construction in Qingdao, East China's Shandong Province, China National Offshore Oil Corporation announced on Thursday. The vessel has a maximum of 90 meters in diameter, with a dock area equivalent to 13 standard basketball courts. Its maximum displacement reaches 100,000 tons with storage capacity of 60,000 tons of oil, and can operate offshore for 15 years without docking.
亚洲首艘“海上油气加工厂”船体于青岛完工：8月17日，中国海油发布消息，由我国自主设计建造的亚洲首艘圆筒型“海上油气加工厂”――“海洋石油122”浮式生产储卸油装置在青岛完成船体建造，我国深水超大型海洋油气装备研发制造能力实现突破。“海洋石油122”由船体和甲板上的功能模块组成，最大直径约90米，主甲板面积相当于13个标准篮球场，最大排水量达10万吨。最大储油量达6万吨，可连续在海上运行15年不回坞。

South China's Guangdong Province on Wednesday released 16 measures to stabilize jobs, which target youth employment and encourage employers to recruit college graduates with certain incentives. According to the notice, firms that employ fresh graduates or those graduated in 2021 and 2022 can enjoy a 1,000 yuan one-off subsidy per student. The temporary measure will be effective until year-end. Moreover, the circular also encourages firms to explore flexible hours and positions tailored for child-rearing female employees, and set up provincial-level pilot programs of “mother-friendly posts”, which would be awarded by the provincial government.
广东出台16条稳就业措施：近日，广东省人民政府办公厅发布《关于优化调整稳就业政策措施全力促发展惠民生的通知》。其中提到，鼓励吸纳青年就业。对2023年1月1日后招用毕业年度及离校2年内未就业高校毕业生、登记失业的16-24岁青年，签订劳动合同并为其缴纳失业、工伤、职工养老保险费1个月以上的企业，按每招用1人1000元的标准给予一次性吸纳就业补贴或一次性扩岗补助，政策实施期限截至2023年12月31日。通知还提到，鼓励用人单位积极设置面向育儿妇女的“妈妈岗”，探索推动建设省级“妈妈岗”就业基地，对认定的省级“妈妈岗”就业基地可统筹省以上就业补助资金给予适当奖补。

State investors including China’s biggest government-backed chip investment fund agreed to pour 12.6 billion yuan into a wafer production project in Shenzhen. China Resources Microelectronics (CR Micro) said in an exchange filing Tuesday that its board has approved a plan for its Shenzhen subsidiary Runpeng Semiconductors to sell shares to several investors. The deal, still pending approval by shareholders, will expand Runpeng’s registered capital from 2.4 billion yuan to 15 billion yuan, with a capital injection from the National Integrated Circuit Industry Investment Fund, known as the “Big Fund,” and four other government-backed investment funds.

Honor of Kings, a multiplayer online battle arena published by China’s Tencent Holdings, kept its position as the best-selling mobile game worldwide last month, according to a report by market intelligence firm Sensor Tower. Honor of Kings earned USD220 million on the App Store and Google Play in July. Tencent’s PUBG Mobile retook the spot for second-highest grossing mobile game globally with USD172 million. Justice Online by rival NetEase ranked third with USD113 million.

Tesla has cut prices for its existing inventories of its premium Model S and Model X cars in China by as much as 6.9 percent, it said on Wednesday, after slashing prices of some Model Y versions two days before. A post from the carmaker on Weibo showed the price of the Model S cut 6.7 percent to 754,900 yuan from 808,900 yuan earlier. The Model X now starts from 836,900 yuan, down 6.9 percent from 898,900 yuan earlier.

The number of foreclosed properties in China rose almost 20 percent in the first half from a year ago due to the build-up of cases over the pandemic years and because owners have failed to pay mortgages after their incomes fell. Some 304,000 foreclosed properties, including 179,000 homes, a big increase on a year earlier, were put up for auction in the first half, the China Index Academy’s report said.

Tencent on Wednesday reported its interim net profit rose 24 percent yearly to 52 billion yuan, boosted by the strong growth in advertising revenue, though the second-quarter performance missed estimates. For the first six months of the year, the Chinese tech giant said the revenue climbed 11 percent yearly to 299 billion yuan, with the operating profit up by 20 percent year-on-year to 81 billion yuan. It came after the second-quarter net profit soared 41 percent year-on-year to 26 billion yuan, the fastest rise since late 2021, and the revenue increased by 11 percent to 149.2 billion yuan. By segments, the revenue from value-added services increased by 4 percent yearly to 74.2 billion yuan for the second quarter. Social Networks brought 29.7 billion yuan in revenue, up by 2 percent year-on-year, driven by rising income from mini games and music subscription services. Though only taking up 17 percent of total second-quarter revenue, online advertising jumped by 34 percent yearly to 25 billion yuan, thanks to the robust demand for video accounts advertisements. Fintech and business services, accounting for 32 percent of total revenue, contributed 48.6 billion yuan in the second quarter, a 15 percent rise year-on-year.

Tencent Music Entertainment Group, China’s biggest online music platform operator, logged a more than 50 percent jump in net profit to 1.3 billion yuan in the second quarter from the same period last year on strong growth in music subscriptions and advertising as well as better cost control. Revenue climbed 5.5 percent to 7.29 billion yuan, according to its latest earnings report released yesterday. Revenue from its online music services surged 47.6 percent to 4.2 billion yuan, accounting for 58.3 percent of total revenue, the report said. The music subscription revenue soared 37.2 percent to 2.8 billion yuan. There was a drop in monthly active users of 4.7 percent to 594 million, but the number of paying subscribers jumped 20.2 percent to 99.4 million.

Hong Kong Exchanges and Clearing (HKEX) on Wednesday posted a first-half net profit of HK$6.31 billion �C its second-best-ever half-yearly revenue �C despite a fall in daily turnover in the securities market. The group recorded total revenue of HK$10.58 billion, up 18 percent from last year. Core business revenue rose 5 percent from a year ago to HK$9.7 billion due to record net investment income and record half-yearly derivatives contract average daily turnover. The number of IPOs was up by 6 to 33 but the fundraising amount fell by 9 percent to HK$17.9 billion. The average daily turnover in the securities market dropped by 16 percent year-on-year.

China's top economic planner, the National Development and Reform Commission (NDRC), issued guidelines on Wednesday to upgrade Shanghai's Hongqiao international hub. The guideline highlighted that support will be given to eligible enterprises within the Hongqiao Business District to pilot the policy of integrating domestic and foreign currency funds for multinational companies. According to the policy it permits multinational corporations to conduct overseas centralized transactions for their foreign subsidiaries within China, granting companies more autonomy over the fund exchange process.

支持虹桥率先试点跨国公司本外币一体化资金池：8月16日，国家发展改革委印发了《关于推动虹桥国际开放枢纽进一步提升能级的若干政策措施》。针对虹桥商务区核心功能的强化，《措施》提出支持虹桥商务区内符合条件的企业率先试点跨国公司本外币一体化资金池政策，允许主办企业在一定额度内购汇，允许跨国公司在境内办理境外成员企业本外币境外集中收付业务，赋予企业更多资金汇兑自主权等。
The People's Bank of China announced Wednesday that it decided to provide 35 billion yuan in new loans to commercial banks to support small and micro-sized enterprises and agriculture and rural areas affected by disasters. The central bank said that the new loans would cover six regions, including Beijing, Chongqing, Hebei, Heilongjiang, Jilin, and Fujian, and support these regions' post-disaster reconstruction efforts. Meanwhile, the value of payments and prepayments by insurance companies had reached 2.54 billion yuan for 145,000 claims in China's 16 regions affected by disasters as of Aug. 15, data from the National Administration of Financial Regulation showed Wednesday.
央行增加受灾严重地区支农支小再贷款额度：人民银行8月16日发布公告，决定增加河北、北京、黑龙江、吉林、福建、重庆6省（市）支农支小再贷款额度350亿元，支持这些受灾严重地区抗灾救灾及灾后重建金融服务工作。此外，国家金融监督管理总局16日消息，截至8月15日，河北等16个受灾地区保险报案26.6万件，估损金额97.6亿元，赔付及预赔付共计14.5万件、25.4亿元。

Chinese stocks gained on Thursday with the benchmark Shanghai Composite up 0.4 percent, and the Shenzhen Component added 0.6 percent. Hong Kong’s Hang Seng index ended almost flat, while the TECH index inched up 0.8 percent.
